It's a way of keeping him close.
When my house sold last autumn it did not seem right leaving my Mother's ashes in the storage unit so she was brought to the boat for safe keeping. Or was this me not being able to let her go?
There is a picture of her sitting just outside the door to the forward berth. Each morning she is greeted by me when leaving sleep and entering the real world. This is sounding more and more like me being reluctant to let her go.
Regardless of my motivations she is missed, with a feeling of joy and sadness at the same time.

You do what makes you remember her. If that's holding onto her ashes, so be it. Did she have a place she loved and would like to be? Or do you think you'll find the perfect bay somewhere to let her go?
She has a double plot where my Father is buried. She said she wanted to eventually be layed to rest there so that she can keep an eye on him. :)
