Yeah, that's indeed a long ass checklist to follow in this Action Guide. Although I suspect it's just to make sure nothing important is left out and without seriously taking everything into account so it can be truly effective.
Well, I really have no idea. But I'd venture to bet that many new ones are being born as I write these lines.
