30k is still good!
You might just have to give way more than 8% APR and they should fill faster. But people might not have the HP to delegate that much. I get less delegated, but I renew it all the time, so it stays with me.

This is not a renewal; this is a fresh request. A renewal is when you already have HP leased and are simply renewing the existing lease.
